NOTICE OF ADVICE LETTER FILING

SAN JOSE WATER’S FILING TO INCREASE WATER RATES

ADVICE LETTER 556

Update: The CPUC approved Advice Letter 556 on December 17, 2020. The new rates will go into effect on January 1, 2021. 


Why am I receiving this notice?

On November 16, 2020, San Jose Water (SJW) submitted Advice Letter 556 with the California Public Utilities Commission (CPUC).

If the CPUC approves this advice letter, effective January 1, 2021, rates will be increased to reflect actual water consumption during 2021. This will impact your bill.

Why is SJW requesting this rate increase?

SJW filed General Rate Case Application 18-01-004 with the CPUC requesting authority for an increase in revenues for the years 2019-2021. In Decision 18-11-025, the CPUC approved a revenue increase of $16,378,000 or 4.55% for 2019.  Advice Letter 541 approved a revenue increase of $8,600,000 or 2.28% for 2020.  This filing seeks a revenue increase of $11,750,000 or 3.04% for 2021, the final year in this current General Rate Case cycle.  These increases are necessary to fund the significant infrastructure improvements that ensure safe and reliable water service.

How could this affect my water bill?

If SJW’s advice letter request is approved by the CPUC, the average residential bill with a 3/4-inch meter and using 11 CCF (1 CCF = 748 gallons) per month would increase by approximately $2.76 or 2.99% per month in 2021.

Typical residential customers with a 3/4-inch meter using 11 Ccfs per month will see a monthly bill increase of $2.76 or 2.99% from $92.54 at present rates, to $95.30 in 2021. The amounts shown on your water bill may vary from the dollar amounts shown above due to temporary credits or surcharges in effect.

How does the rest of this process work?

This Advice Letter will be reviewed by staff in the Water Division of the CPUC. They will determine if the request is reasonable and determine if modifications are necessary.

Protests and Responses to Advice Letter 556

The deadline to protest this advice letter is December 6, 2020. Please include “Advice Letter 556” in any response or protest you submit.

The reasons for the protest can be one of the following:

(1) The utility did not properly serve or give notice of the advice letter;

(2) The relief requested in the advice letter would violate statute or CPUC order, or is not authorized by statute or CPUC order on which the utility relies;

(3) The analysis, calculations, or data in the advice letter contain material error or omissions;

(4) The relief requested in the advice letter is pending before the CPUC in a formal proceeding;

(5) The relief requested in the advice letter requires consideration in a formal hearing, or is otherwise inappropriate for the advice letter process, or

(6) The relief requested in the advice letter is unjust, unreasonable, or discriminatory (provided that such a protest may not be made where it would require re-litigating a prior order of the CPUC).
